Using the JSPBatchCompiler with -classloader parentFirst true
the jspcompile fails with the error below:

Problem conclusion

The JSP Batch Compiler has been modified to use the server &#243;&#212;&#233;&#188;&#212;
implementation of
javax.xml.transform.TransformerFactory instead of the one
provided by the web
module.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.45, 8.0.0.14, 8.5.5.13, and 9.0.0.5.  Please ref
