Error description
WS-Notification Broker application fails when processing requests with a java.lang.NullPointerException. Local fix
configure the JVM system property com.ibm.websphere.ejb.UseEJB61FEPScanPolicy to a value of true The JVM system property will require a server restart to take effect. To set a JVM system property for the app server the admin console can be used: +Servers+Server Types->WebSphere application servers select server +Server Infrastructure/Java and Process Management select Process Definition select Additional Properties/Java Virtual Machine select Additional Properties/Custom Properties then click on the New button

The default for this behaviour changed in version 9.0 of WebSphere Application Server so that the additional scanning is no longer being performed. This resulted in the injected javax.xml.ws.WebServiceContext being null.
Problem conclusion
The module manifests of the WS-Notification Broker application's were modified so that the UseEJB61FEPScanPolicy attribute was specified as true, enabling the additional scanning for those modules. The fix for this APAR is currently targeted for inclusion in fix pack 9.0.0.6. Temporary fix
Setting the JVM system property com.ibm.websphere.ejb.UseEJB61FEPScanPolicy to a value of true will enable the additional scanning, for all applications, required for the WS-NotificationBroker application.
