Error description
The Tools Customizer startup exec will automatically default to the high level qualifer of the SCCQEXEC dataset name. In this way the user can invoke Tools Customizer by just specifying 'ex' as a line command in 3.4 next to the SCCQEXEC data set. Users can continue to edit the SCCQEXEC(CCQTCZ) member if prefered.
Local fix
Change the HLQ, of the following line, to the High level qualifier for your Tools Customizer install in SCCQEXEC(CCQTCZ): TCZHLQ = "<TCz HLQ>"
