Error description
When performing builds using clearmake on a IBM Rational ClearCase Linux host, builds have been observed to stall in some environments. Investigation has revealed that it is possible for clearmake to a child process termination event. When this happens, it does not reap the child process (rendering it "defunct"), and will wait indefinitely.
Local fix
The apparently most effective method to limit the issue is to set CCASE_SHELL_REQUIRED to any value, which forces all child processes to execute in their own subshell instead of being executed directly by clearmake. This seems to limit, but not eliminate the issue.
