    1.Rollup Multiplatform 10.1.0.1 fixpack.
    2.A mapping macro had the nid as a 2-byte field instead of a
    4-byte field.  This caused ARSMVSSR to not have the proper
    offset to the collection names, which in turn caused SMF records
    to be ignored because they did not match a collection name.

    In Content Manager OnDemand for Multiplatforms, the arstblsp and
    arsmaint commands are restricted to being run by the dbowner or
    root (uid 0).  Since DB2 on z/OS does not require the dbowner to
    be an actual userid, this restriction is not enforced.  A
    similar capability is being provided with this APAR.  The
    arstblsp and arsmaint commands are enhanced check to see if the
    invoker has READ permission to the ARS.DBOWNER.user in the
    FACILITY class, where user is the uppercased value associated
    with SRVR_INSTANCE_OWNER in the ars.ini.
    
    For example, if the ars.ini specifies:
    
    SRVR_INSTANCE_OWNER=ARSUSER
    
    the profile being checked would be ARS.DBOWNER.ARSUSER.
    
    If it is desired to enable this capability,
    
       1.Activate the RACF FACILITY CLASS:
           SETROPTS CLASSACT(FACILITY)
    
       2.Define a profile in the FACILITY with a UACC of NONE for
         the corresponding dbowner.  For example:
           RDEFINE FACILITY ARS.DBOWNER.ARSUSER UACC(NONE)
    
       3.Permit the users or groups authorized to run the arsmaint
         and  arstblsp commands READ access to the above profile.
         For example, to allow the user ODADMIN:
           PERMIT ARS.DBOWNER.ARSUSER CLASS(FACILITY) -
             ID(ODADMIN) ACCESS(READ)
    
       4.If needed:
           SETROPTS RACLIST(FACILITY) REFRESH
    
    2.The mapping macro is changed to have the correct field length
    for a nid.
