Error description

Liberty messages.log shows this error
[ERROR   ] CWWKZ0021E: The server is not configured to
handle
the resource at location /PATH/application.ear.

There is a timing window that can cause this error.  It's
more
likely to happen on a system that is CPU constrained.
Turning
on Liberty traces can change the timing to stop this error
from
happening.

Local fix

Run with tracing:
traceSpecification="*=info:com.ibm.ws.app.manager.internal.state
machine.*=all"

Under high CPU load, when the application server is started it
sometimes logs the following error:

CWWKZ0021E: The server is not configured to handle the resource
at location /application/location/application.ear.

Problem conclusion

Tracing of
com.ibm.ws.app.manager.internal.statemachine.ApplicationStateMac
hineImpl=all highlighted an issue occuring in the file creation
in the OSGi cacheAdapt directory of the application server for
the com.ibm.ws.app.manager bundle.  Synchronizing calls to the
methods responsible for checking file existence and creation
resolved the issue as reported.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
