Error description

• A QCF panel error message can occur as follows:
  IQCXCTRL ended with RC=04, user is not authorized to perform
   selected action for some destination
  
  This message can be received for more than one reason, so it
  is being improved to clarify what reason the error is for as it
  is not only for RACF security authorization.
