PI80363: Allow configurable maxFieldLength in the logstashCollector

Error description

Allow customers to specify the maximum number of characters
for the message field associated with the events for various
sources. If you specify a value of 0 or -1, the maximum
number of characters is unlimited. Default is 2048

Problem conclusion

Customization of the length of the message can now be performed
in the server configuration.   This customisation can be done by
setting the maxFieldLength attribute of the logstashCollector
element, for example:

<logstashCollector maxFieldlength ="1234" />

The same method can be used for setting the property in the
bluemixLogCollector element.  Values of 0 and -1 mean the
message will not get cut off regardless of its length.

If the property is not set, the default value will be 2048.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
