Error description

• GOCCM import of a CREATE PROCEDURE script puts a variable in
  double quotes, which in sequence causes the execution of the
  change to fail with a -312.

  If the CREATE PROCEDURE statement has the SIGNAL statement
  and SET clause, double quotes are erroneously added to the
  SQL variable inside the SET clause. The execution of the
  CREATE PROCEDURE statement fails with a SQLCODE = -312 /
  SQLCODEN312:
