PI79474: SAVING INCOMPLETE PROCESS NOT PREVENTED WHEN COMMENT IS REQUIRED

Error description

• Steps to reproduce
  1. Turn on 'Require a Comment For Process Design Changes'
  (Settings > System Settings > General Settings)
  
  2. Create a process
  3. Drag a process step over with required properties  (do not
  fill them in)
  
  4. Press 'Save' and type in any comment
  
  Expected result: The designer would tell you to fill in the
  required properties before saving.
  Actual result: The UI will return to the process designer
  without any message, but the process will not actually be saved.
  

Local fix

• Fill in the properties and save the process.
