PI79391: ContainerRequestContext.hasEntity() returns true for a GET request.

Error description

When issuing a GET request, calling
ContainerRequestContext.hasEntity() from a
ContainerRequestFilter will incorrectly return true.

When issuing a GET request, calling
ContainerRequestContext.hasEntity() from a
ContainerRequestFilter will incorrectly return true.

Problem conclusion

If the input stream is a DelegatingInputStream we cache the
input so that the stream is able to be read. This allows us to
determine if the input stream is empty when determining if the
request has an entity.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2  Please refer to the Recommended Updates page for
