Error description
With the DMGR's use of the OTIS database, an embedded Derby database, for job management, Migration will fail if that database is not stopped prior to migration. One should be able to have DMGR Migration continue with only a warning about the database when one sets -requireEmbeddedDBMigration false in migration. But instead DMGR Migration fails.
Local fix
Stop the DMGR before running the DMGR migration. This will insure the relevant derby database is not up during migration, thus preventing an error arising that stops the migration process.

However, the z/OS Migration Management Tool does not surface this option as a setting in the wizard, so they are unable to specify it.
Problem conclusion
An option to require the migration of embedded databases was added to the wizard GUI, so that users may indicate they do not want migration to stop if migrating those databases fails. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.12 and 9.0.0.5.
