PI78247: MOVING THE BIRD'S EYE PANNER AROUND OFTEN RESULTS IN IT STALLING

Error description

• Moving the Bird's eye panner around often results in it stalling
  (ie. stopping suddenly) after a few seconds, even if we continue
  moving the mouse with the left button down. The problem is
  especially apparent if we try dragging near the edge of the
  diagram in the Bird's eye window. One has to release the mouse
  button and start panning again

Problem conclusion
