PI77456: ABENDU2990 RSN12000012 FAILURE BECAUSE DECENAA1 ROUTINE DECKDIRS ISSUES ENQ WITH RET=USE

Error description

• An ABENDU2990 RSN 12000012 can occur when using DECENAA1 in an
  IMS DBCTL environment when multiple IMS databases are
  concurrently opened. The error is due to routine DECKDIRS using
  ENQ RET=USE.  This causes the ENQ to fail if the ENQ is already
  held.  The ENQ needs to be changed so that the request waits
  for the ENQ to be released by the
  current owner.
