Error description

It is possible for different threads to run the initialize
method of the SIP Router causing an application to be called
twice to process the same request.

It is possible for different threads to run the initialize
method of the SIP (Session Initiation Protocol) Router causing
an application to be called twice to process the same request.

Problem conclusion

Threads in charge of initializing the SIP Router were
synchronized to avoid the case where it was possible to restart
the SIP Router again.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1.  Please refer to the Recommended Updates page for
