PI76477: CREATE A 'CONTINUE PROCESSING ON ERRORS' OPTION FOR HIGH SPEED MODE

Error description

• Provide a new option called 'Continue on errors' that is set to
  N by default, but that the user can optionally turn on to enable
  the high-speed batch jobs to complete for all objects in the
  filter that Log Analysis Tool could process, except for those
  objects that could not process due to a missing compression
  dictionary or missing table versioning information.

  The failed objects will be written to a special DD to enable the
  user to see all of the objects that failed in one place, so that
  the user can then re-run those objects in non-high speed mode,
  or provide table versioning information.
