PI76364: isFinished() could incorrectly return false in some scenarios

Error description

When calling isFinished() on the InputStream it could
incorrectly return false in cases where the connection may
have been closed

When calling isFinished() on the ServletInputStream it could
incorrectly return false in cases where the connection may have
already been closed.

Problem conclusion

Modified the WebContainer to correctly return true in scenarios
where it was previously returning false

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1.  Please refer to the Recommended Updates page for
