There is a small timing window, during server start which can
causes the generated plugin configuration file to be missing one
or more ports.

Problem conclusion

The timing window was closed so that generated plugin
configuration files will contain all of the ports.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1.  Please refer to the Recommended Updates page for
