Health controller restarts failed when a server start was issued
before the server was fully stopped due to a timing issue

Problem conclusion

Health restart actions check the server state by querying the
ODC; if the server is not fully stopped, we register for state
changes and wait until the server is stopped.

The fix for this APAR is currently targeted for inclusion in fix
pack 8.5.5.12.  Please refer to the Recommended Updates page for
