PI74791: ABEND0C4 IN DECENAA1 ROUTINE DECKDIRS BECAUSE EKD ADDRESS IS STORED BEFORE THE EKD IS FULLY INITIALIZED

Error description

• An ABEND0C4 may occur in DECENAA1 routine DECKDIRS attempting
  to add an entry to the encryption key hash table if an open
  request occurs while the very first open request is still
  initializing the hash table anchor data.  The hash table anchor
  address should not have been made visible until the hash table
  anchor had been fully initialized.
