PI74526: A collective name sporadically changes between its given name and the default name

Error description

By default, a Liberty collective has the name
defaultCollective.  A different name can be specified with
the --collectiveName option of the collective create
command.  Although the name is not visible in the Admin
Center, it is used by the dynamic routing feature in
multi-collective scenarios.

In collectives with multiple controllers the collective name
will sporadically change between the given name and
defaultName.

collective name, the name will sporadically change between the

Problem conclusion

The collectiveController feature was updated so that additional
controllers no longer cause the problem.

The fix for this APAR is currently targeted for inclusion in fix
