  *                 Collector, and TEP.                          *

  * PROBLEM DESCRIPTION: TEP situations and Classic exceptions   *
  *                      involving CTHREAD, IDBACK, and IDFORE   *
  *                      utilization trigger excessively,        *
  *                      indicating greater than 100%            *
  *                      utilization.                            *

  * RECOMMENDATION: Apply the provided PTF.                      *

  Parallel and utility threads were counted toward CTHREAD
  utilization.  Parallel threads were counted toward IDBACK and
  IDFORE utilization.  Conversely, inactive threads were not
  counted toward CTHREAD utilization and should be.
  

Problem conclusion

• Do not count parallel and utility threads toward CTHREAD
  utilization.  Do not count parallel threads toward IDBACK and
  IDFORE utilization.  Count inactive threads toward CTHREAD
  utilization.
