PI73819: Allow an extended syntax for the SSLCipherSpec directive on z/OS

Error description

On z/OS, an extended syntax for SSLCipherSpec is needed so
individual ciphers may be added or removed from the
configuration without specifying every other cipher.

A new SSLCipherSpec syntax is used when the first parameter
supplied is "ALL" instead of a cipher name.
For example "SSLCipherSpec ALL -SSL_RSA_WITH_3DES_EDE_CBC_SHA"

Problem conclusion

This fix is targeted for IBM HTTP Server fix pack:
