Error description

• When Run As dialog is used and report is run interactively ( not
  Run In Background ), Prompt Me button will have an affect.
  If the report has a prompt saved in its Current values property
  (of the report properties), it will use that even if you
  selected Prompt Me true when in fact user should be able to
  specify a different prompt.
  
  Also noted that Prompt Me button rules always. Currently C11
  reports still have showing a property names "Prompt for Values".
  This property has no function. Regardless what is informed for
  this parameter on the report, it will be ignored.
