Error description
When attempting to build using the IBM Rational ClearCase clearmake tool, a child clearmake session may hang with a conditional variable deadlock. This failure occurs intermittently and appears limited to clearmake 9.0.x on Linux. In that environment, clearmake uses a second thread to handle signals while waiting on the child process (or processes for a parallel/distributed build) to return status information. When clearmake executes a child process, it does so using "fork()". IN the child, this fork performs some cleanup before performing the directed operations. This cleanup includes cleaning up some thread synchronization infrastructure. If the parent process had already started using the infrastructure before the fork() actually occurred, lock information may have been copied from the parent to the forked child. When we attempt to clean it up, we attempt to get a lock, and wait for an indefinite amount of time.
