Error description

With Load Balancer for ipv4 and ipv6, the backup load balancer
would prevent a collocated server from receiving forwarded
traffic.

When using collocated servers in a high availability load
balancer for ipv4 and ipv6 setup, the backup load balancer
would not pass traffic to a collocated server.

Problem conclusion

Modified the code so that the backup load balancer forwards
packets to the collocated server.

   9.0.0.3
