PI71719: Batch REST request for job instance job log links fails with remote executions

Error description

When issuing a REST request for job logs links at the job
instance level, if any of the matching job executions are on
remote endpoints, the request will fail.

When issuing a REST request for job logs links at the job
instance level, if any of the matching job executions are on
remote endpoints, the request will fail.

Problem conclusion

Code has been modified so that job executions on remote
endpoints will result in links to those endpoints being included
with the job instance job log REST response.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
