When certain features - such as webProfile-7.0 - are enabled,
the application property "autoStart=false" has no effect.  For
example, the following application would erroneously start at
server startup:

<application name="testApp" type="war" location="testApp.war"
autoStart="false">

Problem conclusion

The Liberty kernel code was updated to properly avoid starting
applications when "autoStart=false" is set.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
