PI70266: SOME SPECIAL CHARACTERS INCORRECTLY CONVERTED (USING WINDOWS 1252 ENCODING).

APAR status

• Closed as program error.

Error description

• User populates a CSV file with some accounts which they wish to
  import. The account names have special 'non-English' characters.
  Therefore, the CSV file has been encoded with Windows-1250 code
  page character set. Some of the characters are wrong in
  Controller.
  

Local fix

• DB2 script which manually converts the characters from 1252 to
  1250.
