• On December 31st, 2016, a new leap second will be inserted at
  23:59:60 UTC.  The date/time conversion routines that account
  for leap seconds will need to be updated to include this 27th
  leap second since 1970.

  The new leap second added at the end of Decmber 31st 2016 needs
  to be accounted in time and time stamp conversions.
