  decimal error and instead interprets it as a terminal problem.
  The process is terminated immediately without first terminating
  the Optim subtask resulting in a SA03 abend.
  

Problem conclusion

• Function return code is correctly set to a Bad Decimal error so
  that Optim can correctly flag the row in error.
