After fixpack 9 upgrade MetadataCompleteForModules Section is
missing from the output of AdminTask.extractConfigProperties

MetadataCompleteForModules section is missing from the output
of AdminTask.extractConfigProperties after upgraded to
8.0.0.12 and/or 8.5.5.8.

Problem conclusion

Missing codes is added back to correct the issue.
The fix for this APAR is currently targeted for inclusion in
fix pack 8.0.0.13, 8.5.5.12 and 9.0.0.3.  Please refer to the
