PROBLEM SUMMARY:
ABEND0C4 RC3B in O2OPCN following call to O2CT2S.  O2CT2S
incorrectly returned to O2OPCN in 64-bit mode in one error path.

PROBLEM CONCLUSION:
O2CT2S changed to switch back to 31-bit mode in the error path
before returning to the caller.
