  This APAR provides the ILDSBLD control statement enhancements:
  - Add a new option YES,COND to apply YES,DSPR or YES,INITONLY
    depending on the conditions.
  - Change the system default from YES,DSPR to YES,COND.
  
  This APAR changes the system default of the ILDSBLD statement
  from YES,DSPR to YES,COND. Therefore, applying this APAR
  affects the process of ILDS rebuilding when all the following
  conditions are met:
  - ILDSBLD statement is not specified.
  - WFPHLQ=hlq is specified. (Or PSINDEXBLD=YES is specified in
    the REORG block of the Smart Reorg utility.)
  - HALDB has no logical relationships defined.
  
  When these conditions are met, YES,INITONLY option will be
  applied. As a result, no ILE records are built in each ILDS.
  This should not be a cause for concern, because PSINDEXes will
  certainly be rebuilt and ILE records for PSINDEXes will never
  be used.
  
  To use the new function for the IPR Reload utility or the Smart
  Reorg utility, the APAR PI68964 for IBM IMS Database
  Reorganization Expert for z/OS Version 4 Release 1
  (FMID=H25N410) must be applied.
