Error description

A plugin-cfg.xml file automatically created during server
start may not include one of the applications and future
auto-generation of the plugin-file.xml which should happen
when a configuration update is made will not happen.

A plugin-cfg.xml file automatically created when multiple
applications are started might not include one of the
applications and future auto-generation of the plugin-file.xml
will not happen.

Problem conclusion

If a server has several applications a very small window exists
in which two threads starting different applications can run the
same unary operator simultaneously resulting in a single update.
If this happens the plugin-cfg.xml file created during server
start, or as a result of a configuration change which causes the
applications to be restarted, may not include one of the
applications and future auto-generation of the plugin-file.xml
which should happen when a configuration update is made will not
happen.

The code has been updated to serialize use of the unary
operator.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
