• Users may see errors during API Discovery feature initialization
  when some system applications are not installed on a server

  The API Discovery bundle activator calls an MBean to start two
  system applications (RESTAPIDocs and SwaggerUI). This could
  fail because these applications have not been installed (for
  example, on a custom profile) or some other internal error
  occurred while attempting to start them.
  

Problem conclusion

• Modified the API Discovery bundle activator logic to ensure
  both of the system applications (RESTAPIDocs and SwaggerUI)
  required for the API Discovery feature, are installed and are
  started properly when initializing the API Discovery feature.
  Otherwise, we display a message informing the user about the
  issue and also instructing users about the action to resolve
  the issue.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 9.0.0.2.  Please refer to the Recommended Updates
