This could fail because these applications have not been installed (for example, on a custom profile) or some other internal error occurred while attempting to start them.
Problem conclusion
Modified the API Discovery bundle activator logic to ensure both of the system applications (RESTAPIDocs and SwaggerUI) required for the API Discovery feature, are installed and are started properly when initializing the API Discovery feature. Otherwise, we display a message informing the user about the issue and also instructing users about the action to resolve the issue. The fix for this APAR is currently targeted for inclusion in fix pack 9.0.0.2.
