Error description

• When running File Manager Find/Change Utility (FCH) with
  JCL=YES, receive unexpected results:
  
  1. When FM encounters a comment JCL statement, the statement is
  changed from //* to ///*, which is an invalid JCL statement.
  
  2. When multiple change commands are specified, some changes are
  incorrect.

  When running File Manager Find/Change Utility (FCH) with
  JCL=YES, and the logical JCL statement line content changes,
  then File Manager is reflowing the contents into the associated
  physical records incorrectly.

  1. provide a new optional behaviour for JCL=YES that limits the
  positional changes to the JCL records.
  E.g. insertion of comment
  cards and unnecessary reflowing of parameters.
  2. provide a new installation and SET option JCL=RECORD to
  enable the new behaviour.
