Error description

• When all the following conditions are met, the IB sequential
  scan fails and issues IIUB052E REASON=756:
   - max value is specified for a fixed-length segment compression
     as COMPRTN=(DFSCMPX0,DATA,INIT,10)
   - the length of a segment data is less than the max value
