Error description

When attempting to terminate one of the Websphere Liberty
Profiles, using the z/OS STOP command which should quiesce
and
terminate the WLP z/OS, the STOP command was rejected with
with TASK BUSY:

IEE342I STOP     REJECTED-TASK BUSY

When executing a STOP command against a WebSphere liberty server
the command was trjected with task busy.

Problem conclusion

Ensured the enque for the Z/OS command handler was properly
initialized

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
delivery information:

Temporary fix

The server can be stopped with a cancel command.
