Error description

There is an issue in the maintenance mode processing. The
APC
goes into a long wait interval before it takes all necessary
actions for the maintenance mode.

Setting the node maintenance mode, the minimum number of the JVM
instance setting may not be honored immediately.

Problem conclusion

The cause of the problem was identified and fixed.

The fix for this APAR is currently targeted for inclusion in fix
