Error description

In the 16.0.0.2 release of WebSphere Liberty, a third party
library called Apache Commons Compress was added to JVM's
classpath.  This can cause problems for applications or
server
extensions that attempt to make use of this third party
library
- as it will not be loaded by the JVM's application
classloader
rather than the application/extension's expected
classloader.

It may be possible to work around this problem by putting
the
Commons Compress JAR files into a common library that uses
parent last delegation, but this is not generally a best
practice.

Problem conclusion

The fix for this APAR removes the Commons Compress classes from
the Liberty kernel boot bundle which is in the JVM's classpath
and puts it into a separate bundle which is loaded only when
performing server packaging operations.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.3.  Please refer to the Recommended Updates page for
