  PROBLEM SUMMARY:
  Incorrect control block initialization can result in the
  following command being issued during the OMEGAMON
  collector startup when using STCJOBS to supply a JOB card for
  the collector started task procedure:
  
  STOP xxxxxxxx <INTERNALLY ISSUED DUE TO SHUTDOWN CMD>
  
  where xxxxxxxx is the collector started task JOB name.
  
  The command is ignored and the collector address space starts
  successfully.
  
  PROBLEM CONCLUSION:
  The control block initialization problem has been corrected.
