Only 64/63 bit JVM is available on v9. When 32 bit, it is usually ignored.

Problem conclusion
The 32bit/64bit checkbox was removed from panels because the servers alway run in 64 bit. APAR PI64087 is currently targeted for inclusion in Fix Pack 9.0.0.1 of WebSphere Application Server.
