PROBLEM SUMMARY:
DB2 version 11 introduced a new accounting Class 11.
Near Term History is changed to support it.

PROBLEM CONCLUSION:
Change Near Term History to support ACCTG Class 11.
Class 11 collects IFCID 3 accounting records without collecting
IFCID 239 which reduces the amount of data collected by Near
Term History. No Package data will be displayable if IFCID 239
is not collected.
