The application placement controller in the center cell can
not start or stop the server instances of the dynamic
cluster in the point cell in a multiple cell topology.

The Application placement controller (APC) can lose the ability
to take action on server instances residing in the point cells
of a star-topology following dmgr and nodeagent restarts. The
issue is caused by a design flaw in the logic used by APC to
discover and maintain the active HAManagedItem cell agent
location residing in the point cells that exposes a timing
window which, under the current design, cannot be closed and
results in APC attempting to contact a cell agent that is not
currently active and is therefore unable to take action on
servers in the point cells.

Problem conclusion

APAR PI63586 contains a complete redesign of how APC discovers
and maintains the active HAManagedItem cell agent location
residing in the point cells and addresses the issue where dmgr
and nodeagent restarts can cause APC to lose track of the
current cell agent locations which resulted in the APC's
inability to take actions on server instances residing in point
cells.

The fix for this APAR is currently targeted for inclusion in fix
packs 8.5.5.10 and fix pack 9.0.0.1.  Please refer to the
