Error description
I've associated the Swimlanes with Blocks using the Represents pull-down in the General tab of the Features pull-down. Each block has an operation. In version 8.1.4 you can no longer drag the operation from the browser into the Swimlane. In earlier versions you are able to perform this action.

Problem conclusion
Fixed in Rhapsody 8.2 - Fixed by allowing selection of activity and operation from other class by the features dialog.
