Error description

• The first parameter of VOLALLO keyword (# of volumes) does not
  work when the database is VSAM.

Problem conclusion

• When the VOLALLO keyword is specified in the reorganization of
  VSAM database and the first parameter of the keyword is set to
  a number greater than 1, the number of volumes of the database
  data sets is not overridden as expected.
  This APAR modifies the program so that the number of volumes
  specified in the VOLALLO keyword would be used when creating
  the shadow database data sets of a VSAM database.
