Add a jvm option "com.ibm.jaxws.cxf.IgnoreValidSoap=true"

CXF will put the part as a key into a map, but if the part is
null, a NullPointerException will be thrown

Problem conclusion

We changed the CXF code to do some null value checks, and give
user a property to disable the NullPointerException trace

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.2. Please refer to the Recommended Updates page for
