Bean Validation validator methods were being called multiple
times due to Bean Validation interceptors being registered
twice.

Problem conclusion

Updated the Bean Validation CDI Extension to no longer register
the same interceptor multiple times in certain scenarios.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.2.  Please refer to the Recommended Updates page for
