Error description

• Generate a message for a PERFORM statement that is not able to
  reach its EXIT. Previous version of COBOL compiler generated
  such a message:
  
  IGYOP3093-W   The "PERFORM" statement at "PERFORM (line
  3606.01)" cannot reach its exit.
